BS&A Software Expands Midwest Presence with Acquisition of Boyce Systems

BS&A Software, a Michigan-based provider of ERP solutions for local governments, has acquired Indiana’s Boyce Systems to strengthen its presence in the Midwest. The financial terms of the deal were not disclosed.

Founded in 1987, BS&A serves over 2,300 local governments, offering software for budgeting, tax assessments, contracts, and licensing. Boyce Systems, established in 1899, provides financial and ERP technology to more than 1,200 clients, including cities, schools, utilities, and libraries.

This acquisition follows a significant growth investment in BS&A by Serent Capital in 2023. BS&A CEO Chad Harryman emphasized the importance of modernizing local government systems, stating, “Expanding in the Midwest is important because local governments are the backbone of their communities, but many are still using outdated on-premises systems. They need modern, cloud-based solutions—not just to improve efficiency, but also to provide better services to their residents.”

Boyce customers utilizing the company’s Keystone software will now have access to BS&A’s cloud-based ERP platform. Additionally, BS&A plans to establish a new Schools Division to continue Boyce’s long-standing service and solutions for Indiana schools. Boyce Cloud Schools and the new Employee Hub will remain core offerings under this new division.

Key leadership from Boyce Systems, including CEO Jason Harrington, President of the Schools Division Casey Stanley, and Chief Customer Officer Jay Moorman, will continue with the company to guide the new division.

Harryman also indicated openness to future acquisitions, stating, “We’re always evaluating opportunities that align with our mission to support local governments with modern, efficient solutions. If the right opportunity comes along that strengthens our offerings and benefits our customers, we would be open to exploring those options.”

This strategic move aims to enhance BS&A’s service offerings and expand its footprint in the Midwest, providing local governments with modern, cloud-based ERP solutions.
