The city has selected Oracle Permitting and Licensing (OPAL) to modernize planning, zoning, permitting, code enforcement, and inspections – while extending its use of Oracle Fusion Cloud Applications and embedded AI capabilities to unlock new efficiencies across city services.
This initiative builds on Atlanta’s existing deployment of Oracle Fusion Cloud Enterprise Resource Planning (ERP) and Human Capital Management (HCM), positioning the city to deliver faster, more transparent, and more accessible services to residents and businesses as population growth accelerates.

Addressing Growth with Modern, Integrated Systems
As Georgia’s capital and largest city, Atlanta is projected to grow by nearly 30% by 2050, placing increasing pressure on public services and infrastructure. Legacy permitting and licensing systems were no longer sufficient to meet rising demand or support the city’s broader economic development goals.
By adopting Oracle Permitting and Licensing, Atlanta aims to:
- Unify agency operations within a single, integrated cloud platform

Atlanta’s permitting modernization is underpinned by its broader investment in Oracle Fusion Cloud Applications. The city reports that its ERP deployment has already delivered tangible results, including improved financial controls, increased productivity, and reduced operating costs, with projected savings of $17.5 million over ten years.

- Oracle Fusion Cloud Enterprise Performance Management (EPM) is simplifying financial planning and reporting while accelerating decision-making
- Oracle Fusion Cloud Human Capital Management (HCM) is providing deeper workforce insights, streamlined HR processes, and an improved employee experience
To further extend these capabilities, Atlanta plans to leverage Oracle AI Agent Studio to design and manage custom AI agents that complement the AI already embedded across Oracle Fusion workflows—addressing city-specific operational needs.
Deloitte’s Role: From ERP to Permitting Modernization
Deloitte has served as a trusted technology advisor to the City of Atlanta for nearly nine years, including leading the implementation of the city’s current ATLcloud ERP platform. That experience uniquely positions Deloitte to guide the next phase of modernization.
By applying lessons learned from earlier ERP deployments, Deloitte aims to support a smoother, more agile rollout of ATLcloud Permitting—minimizing disruption while accelerating time to value.
