SAP and NTT plan to combine SAP-managed cloud applications with NTT-managed infrastructure and operations for organizations that need close control over sensitive systems. Announced on October 28, the proposed collaboration targets government agencies, defense organizations, critical infrastructure operators and other regulated enterprises.
The initial focus is SAP Sovereign Cloud On-Site, a deployment offering that allows SAP-managed cloud solutions to run in a data center owned or selected by the customer. The companies intend to pair that model with NTT’s infrastructure services in markets where local control is a requirement.
For organizations evaluating an ERP cloud migration, the proposal addresses a practical question: where business applications can run, and who will operate the infrastructure supporting them. SAP describes its On-Site offering as supporting physical control, data residency and operational assurance while helping customers address local regulatory requirements.

Application management and infrastructure operations
The planned arrangement brings together distinct responsibilities. SAP’s contribution would include its enterprise applications and sovereign cloud capabilities. NTT would contribute infrastructure and operational services, drawing on its experience designing and running secure environments.
That division would make the operating model an important part of a customer’s assessment. Organizations considering the proposed approach would need to establish how responsibilities for application management, infrastructure access and security oversight fit their own requirements. The announcement does not provide that detailed allocation.
Business AI remains an area for exploration
SAP Business AI is also within the scope of the intended cooperation. The companies say they will explore opportunities to help regulated organizations adopt AI while maintaining sovereignty over sensitive data and operations.
Neither announcement identifies specific AI capabilities to be delivered through the collaboration or describes a customer deployment. The AI component therefore remains an area of planned exploration.
The companies have not disclosed a country list, pricing or an implementation timetable. For prospective customers, those details, along with the precise application scope and operating responsibilities, remain necessary to assess whether the proposed collaboration could support a particular modernization project.
